How Should You Write an Event Agency RFP in Dubai?
A good event agency RFP in Dubai states the business goal, the scope, the budget range, who owns the permit application and how results will be reported. Agencies that receive those five items can price accurately and compare like with like, while agencies that receive a vague request return vague proposals. This guide sets out a five step structure for the document and checks the permit section against what the Dubai Department of Economy and Tourism (DET) requires from organisers. Use it as a starting point and adapt it to your own procurement rules.
• Open the RFP with one measurable business goal, because every proposal should be judged against it.
• DET states that a permit is required for any venue or organiser who wishes to organise business events, applied for through the e-Permit portal.
• Ask each agency to name who will hold the permit application, since DET says applicants need a valid trade licence with activities compatible with the permit.
• If the event is ticketed, DET says a ticketing permit is needed for every ticketed event, so put ticketing in the scope.
• Score proposals against a fixed rubric and agree the post event report before you sign.

What an Event Agency RFP Needs to Say in Dubai
An RFP is a buying document, not a creative brief. Its job is to let several agencies answer the same questions so that you can compare them fairly. The shorter and clearer it is, the better the proposals you will receive.
Start with context. Say who you are, what the event is, where and when it is likely to happen, and who the audience is. Include the decision owner on your side, because agencies price risk when they do not know who will approve changes.
Add the timeline early. Give the target event window, the date by which you need a shortlist, and the date by which you expect a decision. Agencies plan their teams around confirmed dates, so a realistic timeline improves both price and availability.
Keep the document to the information a bidder needs. Long background sections about your company slow the response and rarely change the price. If a stakeholder wants something included, ask whether it changes what the agency would do.
Our guide to choosing an event agency in Dubai explains how to decide whether to outsource at all. This article assumes you have decided to run a formal selection.
Steps One to Three: Goal, Scope and Budget for a Dubai Event
Set the goal (step 1). State one primary outcome in plain words, such as qualified meetings with named accounts or registrations from a target sector. Add one or two secondary outcomes at most.
Give the baseline where you have it. If your last event produced a known number of meetings or leads, share it, so that agencies can propose a realistic improvement instead of guessing.
Define the scope (step 2). List what the agency is expected to deliver and what stays with your team. Typical blocks are venue sourcing, programme design, speaker management, production and staging, invitations and registration, on site operations, content capture and post event reporting.
Say which blocks are fixed and which are open for suggestions. A fixed venue or date is a constraint the agency must respect, while an open format invites ideas. Our guide to invitation and registration campaigns shows how much of the result depends on the pre event phase, so do not leave it out of scope by accident.
State the budget (step 3). Give a range or a ceiling, and say what it includes. Agencies that know the envelope can design to it, while agencies that must guess tend to submit the highest or the lowest defensible number.
Separate the agency fee from pass through costs such as venue hire, production and travel. Ask each bidder to show both lines, so that you can see where the money goes.
Do not copy cost figures from articles into your RFP unless they come from an official source. Event costs in Dubai vary widely by venue, format and season, and your own quotes are the only reliable benchmark. Our guide to producing a corporate event in Dubai explains the cost drivers without replacing quotes.
Step Four: Name the Permit Owner in Dubai
Name the permit owner (step 4). This is the section most Dubai RFPs leave vague, and it is where delivery risk sits. DET states that a permit is required for any venue or organiser who wishes to organise entertainment, sport, charity, religious or business events, and that the application is submitted through the e-Permit portal.
DET also lists a venue NOC and the organiser passport copy among the documents for all events, with extra requirements for some event types, on the same permit page. Ask each agency to confirm which of these it will prepare and which it expects from you or the venue.
Registration has its own condition. DET says applicants should hold a valid trade licence, and that the licence must carry activities compatible with the permit being applied for, on its ePermits registration page. If your company licence does not cover event organising, ask whether the agency or the venue will apply.
If the event is ticketed, DET says a ticketing permit is required for every ticketed event. Write ticketing into the scope and ask the agency how it handles the process. DET describes its services as being for venues, event management companies and organisations, so any of those parties may be the right applicant depending on the case.
These rules can change. Confirm current requirements with DET before you finalise the scope, and put the confirmed owner in the contract.
Step Five: Agree Reporting and Score the Proposals
Agree reporting (step 5). Ask what the post event report will contain and when it will arrive. Useful items are registrations against attendance, meetings held, content produced, leads handed over with source, and lessons for the next event.
Then fix the scoring rubric before the proposals arrive. A simple version uses five criteria: understanding of the brief, relevant experience, delivery plan including permits, team and governance, and price. Publish the weights to bidders, so that they know what matters.
Include a short section on governance. Say how often you expect progress updates, who signs off on the programme, the venue and the budget, and how changes will be priced. Disputes in event projects usually come from unclear approvals, not from bad intent.
Ask for two or three references on events of comparable type, and speak to them. Ask whether the agency handled permits and venue approvals itself, how it dealt with changes, and whether the report matched what happened.

What This Means for Your Brand
A clear RFP shortens the selection, improves the proposals and reduces surprises during delivery. The five steps cost a few hours to write, and they remove most of the guesswork that agencies otherwise price in.
Before you send the document, check three things. Is there one measurable goal and a named decision owner? Does the permit section say who applies, who supplies the venue NOC and who handles ticketing? Is the report format agreed, so that results can be compared with the baseline?
Treat the RFP as a living document for the first weeks of the project. Once you appoint an agency, the winning proposal and your answers to its questions should become the scope in the contract, so keep a clean record of both.
Send the RFP to a short list of agencies rather than a long one, and give them time to ask questions. If you want a second opinion on your draft, SNXS plans and delivers corporate events across Dubai and organises MENA Blockchain Week, the region's first decentralized, city wide blockchain initiative, so the permit and venue questions above are part of how we plan. FAQ
Q: What should an event agency RFP include?
A: Include the business goal, the scope, the budget range, who owns the permit application and the reporting format. Add the timeline, the decision owner and the scoring criteria.
Q: Who applies for the event permit in Dubai?
A: DET says a permit is required for any venue or organiser who wishes to organise business events, applied for through the e-Permit portal. Ask each agency and your venue who will hold the application, and confirm current rules with DET.
Q: Does a company need a special licence to apply for an event permit?
A: DET says the trade licence must carry specific activities compatible with the e-Permit being registered for. If yours does not, ask the venue or a licensed event management company to apply.
Q: Do ticketed events need an extra permit?
A: DET says a ticketing permit is required for every ticketed event. Put ticketing in the RFP scope and confirm the process with DET.
Q: How many agencies should receive an RFP?
A: A short list is usually enough. Fewer, better matched bidders give you comparable proposals and give each agency a fair chance to ask questions.
Q: How should you score event agency proposals?
A: Use a fixed rubric covering understanding of the brief, relevant experience, delivery plan including permits, team and governance, and price. Share the weights with bidders before they respond.
