What Permits Does a Corporate Event in Dubai Need?

6 min read

A corporate event in Dubai needs an event permit from the Department of Economy and Tourism (DET), applied for through the ePermits portal by a registered organiser or venue, plus a venue no objection certificate (NOC). DET states that a permit is required for any venue or organiser who wishes to organise entertainment, sport, charity, religious or business events, and that ticketed events need a separate ticketing permit. This guide sets out who applies, which documents DET asks for, what registration costs, and which venue approvals can sit beside the DET permit. Every requirement below comes from DET or the Dubai International Financial Centre (DIFC) and was checked on 15 October 2026.

• DET states that a permit is required for any venue or organiser running entertainment, sport, charity, religious or business events, and applications go through the ePermits portal.

• DET lists the passport copy of the event organiser and a venue NOC as the documents required for all events, with extra requirements for different event types.

• Registering on ePermits costs an annual subscription of AED 300 plus AED 10 for innovation and AED 10 for knowledge, with processing of up to one business day, according to DET.

• DET says an application is only considered once payment has been made in full, and a ticketed event needs its own ticketing permit.

• DIFC requires a Building Management or Body Corporate NOC and a DET permit for every event in its master community, which shows that venue rules add to the DET permit.

Which Dubai Event Permit Rules Apply to Corporate Events

DET describes one permit route for events in Dubai. According to DET's event permit service, a permit is required for any venue or organiser who wishes to organise entertainment, sport, charity, religious or business events. A corporate conference, product launch or client summit falls under business events, so planning should start from the assumption that a permit is needed, not from a search for an exemption.

The service is aimed at registered event organisers and companies based in Dubai. DET lists the price as dependent on event type and category, so no single figure applies to every corporate event. A brand planning its own event should confirm the category with DET or its venue before it sets a budget for fees.

Two details from DET shape the calendar. Applications are only considered once payment has been made in full and acknowledged, so payment cannot be left to the final week. Ticketed events need a ticketing permit for every ticketed event, with separate steps on DET's ticketing page. If the programme includes performers, DET asks for each new performer's name, profession and passport number to be entered.

Many corporate teams hand the application to an agency or a venue. DET describes its services as being for venues, event management companies and organisations putting together experiences at any scale. SNXS plans and delivers corporate, technology and sector events through its events services, and permit coordination is part of that delivery.

ePermits Registration, Documents and Fees

Before an organiser can apply for an event permit, it has to register on the ePermits portal. DET says registration is for Dubai based venues and organisers that want to host an event, and that this includes venues and organisers operating in free zones. The documents DET lists for registration are a trade licence, Emirates ID, passport copy and NOC.

The annual subscription fee is AED 300, plus AED 10 for innovation and AED 10 for knowledge, according to DET's registration page. DET gives the processing time as up to one business day. Fees and processing times can change, so confirm them on the DET page before you budget.

The event permit itself needs a different set of documents. For all events, DET asks for the passport copy of the event organiser and a venue NOC, and it adds that different event types will have extra requirements. Because the venue NOC is part of the application, the venue conversation has to happen before the permit application, not after it.

A simple order of work follows from this. Confirm the venue and its NOC, check that the organiser or agency is registered on ePermits, confirm the event category and any extra requirements with DET, then submit and pay in full. Treat that as a working checklist, not a guarantee of timing, because the DET pages we reviewed do not state a lead time for each event type.

Dubai Venue Approvals Beyond the DET Permit

The venue can add its own rules on top of the DET permit. DIFC's Events NOC page is a clear example for events in its master community. It says a Building Management or Body Corporate NOC is mandatory for every event, and that a DET permit is also mandatory for every event.

DIFC also lists further NOCs from its Property Development Department when an event involves fit out works, advertisement, civil and structural works, external areas, wayfinding, signage or banners, or streets and public realm. An exhibition build or a branded outdoor activation could therefore trigger approvals that a simple indoor meeting would not. Other venues may have similar requirements, so ask each venue's events team for its own list early.

For events with alcohol, DIFC says it issues an NOC to the organiser, who can then approach Dubai Police for a permit. For events that need tickets or registration, DIFC says its Authority issues a permit from its system, after which the planner applies through the DET ticketing system and DET shares the barcode with the ticket seller to start online sales.

DIFC also notes that DET was formerly known as Dubai Tourism and Commerce Marketing (DTCM), which explains why older guides and the ePermit portal address still carry the DTCM name. SNXS organises MENA Blockchain Week, a city wide programme of events across Dubai, and plans event delivery with venue requirements in mind from the brief stage.

What This Means for Your Brand

For a brand, the permit question is really a question about who holds the application and who carries the risk if it is late. DET addresses registered organisers and companies based in Dubai, so an overseas team may need a Dubai based partner or venue to apply on its behalf.

Ask three questions before you sign. Who applies for the DET permit and holds the ePermits registration? Which venue NOCs and extra approvals does the venue require for your format? Who pays the fees, and when, given that DET only considers an application once payment is made in full?

Put the answers in the agency brief or the venue agreement, and keep the DET pages bookmarked, because requirements and fees can be updated. An agency that treats permits as part of its scope, not an add on, removes one of the main schedule risks for a launch or summit.
