Crypto Event Marketing Rules in the UAE: What Applies?
Crypto event marketing in the UAE is regulated marketing, not a free-for-all. Dubai's Virtual Assets Regulatory Authority (VARA) defines marketing broadly, and its Marketing Regulations 2024 apply to events, social posts, blogs and educational content that target the UAE. This guide explains what the rules cover, what an event can and cannot say, and how an organiser keeps a programme compliant. It is general information based on the official rulebook, not legal advice, so confirm your case with counsel.
• VARA states its Marketing Regulations apply to all marketing of or relating to virtual assets in or targeting the UAE, whether or not the entity is licensed by VARA.
• The definition of marketing includes events held in the Emirate, social media posts, blogs and educational content.
• Marketing of a virtual asset must carry a prominent risk disclaimer and must not include a call to buy.
• Marketing must not create urgency or a fear of missing out, and records must be kept for a minimum of eight years.
• A six point checklist covering scope, licence status, wording, disclaimers, exhibitors and records keeps an event programme defensible.

What the VARA Marketing Regulations Cover in the UAE
VARA's rulebook states that the regulations apply to all marketing of or relating to virtual assets or virtual asset activities in or targeting the UAE. They apply to domestic and foreign entities, and to entities that are not licensed by VARA as well as those that are. A foreign project that markets to UAE audiences cannot assume the rules sit elsewhere.
Marketing is defined as any advertisement, invitation, inducement, solicitation, offer or promotion, regardless of channel. The regulations list social media posts, blogs, banners, videos, podcasts, live streams, sponsored editorials, branding and merchandise, airdrops and educational content such as articles and presentations. Events held in the Emirate are also named where they facilitate the solicitation of clients or encourage use of a related product or service. Educational content can fall outside the definition if it meets the educational exemption, which requires an overall purpose that is not marketing and a prominent disclaimer about the author's interest.
For an organiser this means the event website, speaker announcements, sponsor banners and recap posts all sit inside the rulebook. The same applies to the agency that produces them. VARA also expects platforms and publishers to take commercially reasonable steps to ensure the marketing they carry complies.
Wording Rules Every Crypto Event Campaign Must Follow
The general requirements in Part C of the rulebook apply to all virtual asset marketing. It must be fair, clear and not misleading in substance and presentation, and clearly identifiable as marketing. It must not state or imply that investments are safe, low risk or that returns are guaranteed.
It also must not suggest that investment decisions are trivial, simple or easy, or that past performance indicates future results. Marketing must not imply urgency or create a fear of missing out on future appreciation in value or profits. This directly affects event copy such as countdown offers tied to token launches.
Where marketing relates to a virtual asset itself, additional rules apply. It must not include a call to buy or sell, and it must include a prominent disclaimer that virtual assets may lose their value in full or in part and are subject to extreme volatility. It must also state that an investor can lose all the money invested and does not benefit from any form of financial protection.
Small print cannot undo a headline claim. The rulebook says marketing must not contain contradictory messages, including where footnoted or asterisked information contradicts the more prominent message.
How the Events Exemption Works in Dubai
The rulebook includes a limited exemption for physical events. Entities not licensed by VARA may market virtual assets or related activities at physical events held in the Emirate, but only on stated conditions. They must not carry out any virtual asset activity in the Emirate unless licensed, and must not allow UAE residents to sign up or onboard as clients at the event.
Their materials must include a prominent disclaimer that they are not licensed or regulated by VARA and are not permitted to conduct virtual asset activities in or from Dubai. The marketing is also limited to the entity name, a logo, the types of activities offered or its fees, and information explaining the product or service. The accompanying VARA guidance notes the exemption covers physical events only, so exhibitors should not distribute such materials outside the event or after it has ended.
The guidance also addresses exhibitors who hand out flyers with QR codes that mint NFTs. These promotions count as marketing of a virtual asset and must meet the rules in the marketing requirements. Organisers should brief exhibitors on this before the show, not on the day.
Organisers carry their own duties as well. Under the events rules in the rulebook, an entity that organises, hosts, promotes or manages an event must ensure attendees are suitable or qualified to attend and keep a list of attendees with full name, age and country of residence. It must obtain a signed undertaking from each exhibitor that they will not carry out virtual asset activities in or from the Emirate without a VARA licence. It must also be able to show VARA on request how these requirements were met, and suspend or cancel the event if VARA notifies it to do so.
Licensed firms follow the general rules rather than this exemption. If you are unsure which category an exhibitor falls into, ask for proof of licence status as a condition of the booking.
A Six Point Compliance Checklist for Crypto Events in Dubai
Use this checklist at the planning stage and again before launch. It does not replace legal review, but it turns the rulebook into tasks an events team can assign.
1. Confirm scope. List every channel that targets UAE audiences, including the website, social posts, sponsor decks, on site signage and recap content. Educational content counts unless it meets the educational exemption, per the definition of marketing.
2. Confirm licence status. For each sponsor, speaker organisation and exhibitor, record whether it is licensed by VARA. Marketing of a virtual asset activity must be carried out by a licensed provider or on behalf of and approved by one, per the regulations.
3. Review the wording. Remove guaranteed return language, urgency, fear of missing out and any call to buy. Check headlines and small print for contradictions against the Part C requirements.
4. Place the disclaimers. Add the prominent risk disclaimer to virtual asset marketing and the not licensed disclaimer to exempt exhibitor materials. Make them legible at the size and distance people will actually view them.
5. Brief exhibitors. Share the events exemption conditions in writing, including the ban on onboarding UAE residents on site and on distributing materials after the event, as set out in the guidance, and obtain a signed undertaking from each exhibitor as the organiser duties require.
6. Keep records. The rulebook requires all marketing and details of its distribution to be retained for a minimum of eight years, and made available to VARA on request. Build the archive into the production plan from day one.
What This Means for Your Brand
If you run or sponsor a crypto or blockchain event in the UAE, treat compliance as part of the creative brief, not a final sign off. Marketing teams that learn the rules early write cleaner copy and avoid last minute takedowns. Clear disclaimers and restrained wording also help the audience trust what they read.
Ask three questions before you commit budget. Which of our channels count as marketing under the rulebook? Who is the licensed provider approving virtual asset messaging? Where will we store the records for eight years?
